Assisted Living for Veterans with Traumatic Brain Injury (AL-TBI) Pilot Program

The Assisted Living for Veterans with Traumatic Brain Injury (AL-TBI) pilot program provides specialized residential care and rehabilitation to eligible Veterans with traumatic brain injury to enhance their rehabilitation, quality of life, and community integration.  Veterans meeting eligibility criteria are placed in private sector TBI residential care facilities specializing in neuro-rehabilitation or neurobehavioral rehabilitation.

Key Elements of the AL-TBI Pilot

  • VA's AL-TBI pilot began in 2009 and is programmed to operate until October 6, 2017.
  • AL-TBI pilot places Veterans that meet the eligibility criteria in private sector TBI residential care facilities specializing in neurobehavioral rehabilitation.
  • The program offers team-based care and assistance in areas such as memory, communication, and mobility.
  • Since 2009 VA has enrolled over 200 Veterans in the AL-TBI pilot in 47 different facilities located in 22 states.  
  • VA continues to accept new referrals for eligible Veterans.
  • Veteran eligibility criteria include:
    • Enrolled in VA care;
    • Received hospital care or medical services provided by VA for moderate to severe TBI;
    • Unable to manage two or more routine or instrumental activities of daily living without supervision and assistance.
